Orie Rubalcava is the Projects Administrator/Compliance Officer for the City of Fresno’s Department of Transportation/Fresno Area Express. As part of his duties, he leads project development and provides oversight of transportation federal programs including the Equal Employment Opportunity program, Disadvantaged Business Enterprise Program, procurements, Transit Asset Management, and drug and alcohol program. Additionally, he provides oversight of state programs such as the Consolidated Transportation Service Agency program and
California Air Resource Board programs.

Previously, Orie served 13 years in the United States Air Force initially as an Aerospace Ground Equipment mechanic then later as a paralegal in the Judge Advocate General. For the past 5 years, he has served as the law office manager at the Fresno Air National Guard and currently serves as the California state defense paralegal. Orie graduated from the University of Maryland Global Campus with a Bachelor’s Degree in Political Science and has a Master's in Public Administration from Troy University.
