Elliott Balch M.P.P., CEO

President & CEO, 

Downtown Fresno Partnership

Since March 2023, Elliott Balch has served as CEO of the Downtown Fresno Partnership, which exists to improve Downtown by providing the private leadership needed to organize collective action by property and business owners.

 

Previously, as Central Valley Community Foundation COO, he helped convene regional development, long-range planning, and collective impact work which brought hundreds of millions of dollars to the Valley through such projects as Fresno DRIVE, F3 Innovate, Measure P, and PRO Neighborhoods for small business capital.

 

Earlier as the City of Fresno’s Downtown Revitalization Manager, Elliott led planning, funding, and designing the Fulton Street reconstruction project, drafting a new zoning code, and facilitating development projects. He advocated for and then administered creation of the Downtown PBID assessment district in 2010, managed by the Partnership he now leads.

 

A Fresno native, Elliott holds a bachelor’s in physics from Harvard and a master’s in public policy from the University of Chicago.
