Will Oliver, a third-generation Central Valley resident, has over a decade of experience in business services, economic development, and public policy. He holds an Executive Master of Science in Social Business and Entrepreneurship from the London School of Economics and a Bachelor of Science in Business Administration from California State University, Fresno.
As President & CEO of the Fresno County Economic Development Corporation (EDC), Will leads advocacy, outreach, and business support initiatives to drive job creation and investment. He collaborates with private industry, civic organizations, and public agencies while overseeing programs such as High-Speed Rail development, applied economics research, foreign direct investment, and capital recruitment.
Will led the EDC’s $23M Good Jobs Challenge grant, bringing together community organizations, employers, and workforce boards to provide training for 2,500 participants in high-demand industries across four counties. He has also organized community summits to amplify underrepresented voices in economic development and worked with national organizations like Brookings Institution, the U.S. Economic Development Administration, and Harvard Business School to expand the EDC’s influence.
Previously, Will served on the Madera City Council and Madera Housing Authority.
